Article 64. Procedure for Submitting the Electronic Building Identity – Replacement of paragraphs 4, 5, 6 and 8 of Article 56 of Law 4495/2017
Paragraphs 4, 5, 6 and 8 of Article 56 of Law 4495/2017 (Government Gazette A’ 167) are replaced, and the article is formulated as follows:

Procedure for Submitting the Electronic Building Identity
- The declaration is submitted per building or per divided property unit.
- The authorized engineer, who completes the data of the Electronic Building Identity or of the divided property unit, is appointed by the owner for each building or divided property unit. In case horizontal or vertical ownerships have been established, the authorized engineer for the entire building may be appointed following a majority decision of the co-owners, in accordance with the provisions of the building regulation, otherwise by simple majority.
- The competent local observatory may carry out an audit of the data of the Electronic Building Identity that have been submitted, by cross-checking them with the data submitted during the issuance of the building permit, as well as with the findings of the Building Inspectors’ report. Following the submission of the Electronic Building Identity, its update becomes mandatory after the execution of any work on the building or its divided property unit, for which a building permit or small-scale works approval by a public authority is required.
- The update data and the application for the issuance of a Building Certificate or a divided property unit certificate are submitted to the information system via an electronic platform, through the Single Digital Portal of the Public Administration (gov.gr), by the authorized engineer. Upon submission of the application, a unique Identity Number is automatically assigned by the information system.
Upon issuance of the Certificate of Completeness of the Building Identity (C.C.B.I.) by the authorized engineer, the information system generates a unique electronic code, which is communicated by the authorized engineer to the owner of the building or of the autonomous divided property unit (horizontal or vertical) specified in the application. This unique electronic code enables the verification of the authenticity of the certificate, as well as its reissuance.
The persons responsible for updating the Electronic Building Identity are the natural or legal persons in whose name the relevant building permit was issued, as well as their special or universal successors, as recorded each time in the Building Identity forms.
- Upon completion of the construction of the building and the issuance of the Construction Inspection Certificate (C.I.C.) by the competent Observatory of the Built Environment, the person responsible for updating the Building Identity is the current owner of the building.
- By decision of the Minister of Environment and Energy, any detail related to the issuance of the Certificates of Completeness of the Building Identity and Construction Inspection Certificates may be determined, in particular the timing of data updates, the method and procedure for submission of the declaration by the engineer, the provision of a special completion form, and any other relevant matter.
- The decision of paragraph 7 also determines the format and technical characteristics of the Electronic Identity forms, which are completed by the authorized engineer, in accordance with Article 54.
